The face is definently chibi, but the rest of her body isn't.
Try shrinking her...sort of into the size of a muffin ,and instead of long arms, make them fat and stubby with little hands (or no hands, some chibi artists don't bother since the fingers are so small)
And the legs chubby and short as well.
Other than that, i really like the way you colored in the hair and the body.
But the chibi head doesn't fit.
